For THE CEN-TEX BASSHOUNDS AMENDED May 24, 2007 ARTICLE I Name & Purpose S I The name of this group of fishermen shall be THE CEN-TEX BASSHOUNDS and shall be a non-profit organization. S II The purpose of this club is to educate its members on technique, strategy, and the latest tackle to help them become better fishermen. We will also participate in promoting the sport of fishing, through our Kid’s Fishing Derby, and / or other community events S III This club shall be 100% affiliated with Texas Association of Bass Clubs (TABC). ARTICLE II Membership, Dues and Club Year S I Any person accepted into the club by the Board of Directors and who has paid his dues shall become a voting member. He must be 16 years or older to join. S II Dues shall be $15.00 for club membership and $20.00 for individual, or $30.00 per Family for TABC affiliation; per year from the time the member joins until July 31th. Dues for memberships beginning February 1st or later shall cover the remainder of the current calendar year as well as the following calendar year. Dues shall be considered delinquent as of September 1 and members will have to be voted back into the club. The membership in this club shall be limited to 50 active voting members. All members must sign a waiver of liability. S III The official Club Year will be from August 1st to July31st of the next year. ARTICLE III Officers: Elections, Duties, and Eligibility S I The officers of the club shall consist of a President, Vice President, Secretary/Reporter, and Treasurer. Note: The Vice President will up hold the duties of Secretary/Reporter, if none is elected. S II Nomination for officers of the club will be made from the floor at the meeting in June. Two candidates approved for each office by the Board of Directors will be presented and voted in by secret ballot the first meeting in July. S III The President may request the Chairman of the Board of Directors to call a meeting of the Board should he feel it necessary. The President may attend the meeting of the Board but will not have a vote unless he is a member of the Board. S IV Duties of the President: The President shall preside at all meetings and may attend all functions. He shall be responsible for all committees and appointees to perform their duties. He is also the keeper of the official club scales. S V Duties of the Vice President: The Vice President shall, in the absence of the President, or at his request, assume all duties of the President. He will be responsible for the program at all regular meetings and assist all officers. S VI Duties of the Secretary/Reporter: The Secretary/Reporter shall keep all records. He shall handle all correspondence when called on to do so. He shall keep the minutes for each meeting and keep the membership roster up to date. He shall also report all activities of the club and issue a newsletter once a month, with the help of all officers and committees. S VII Duties of the Treasurer: The Treasurer shall receive all the money for the club and pay all bills incurred by the club. He shall keep in file all receipted bills and canceled checks. He will give a financial report once a month or as directed. ARTICLE IV Board of Directors S I The Board of Directors shall consist of a seven members. S II The Board shall have two officers, Chairman of the Board and Secretary of the Board. S III These two officers (Chairman and Secretary) will remain permanent. The remaining positions for board members except for one, which will be the proceeding club president, shall be appointed each year in a February meeting of the Board. S IV The Board of Directors shall have final decision on any change made in the club Constitution and/or Policies. S V The Board of Directors shall meet at the request of the Chairman of the Board. The Board will meet before the first club meeting in February and prior to the first meeting in July. POLICIES I. MEMBERSHIP A. Membership will be by invitation only and must be approved by all of the Board of Director. Any member of the club may suggest a person for membership to the Board of Directors for approval. B. A member may be dropped from the club by the Board of Directors for any reason that would jeopardize the clubs well being. There will be no dispute by the club upon removal of a member. All decisions by the Board of Directors are FINAL! C. A member may sponsor his child under the age of 18 as a non-voting member. The parent will be responsible for the child's actions. II. CLUB MEETING POLICY - ORDER OF BUSINESS A. Calling the meeting to order B. Reading of the minutes of the last regular meeting and any held since the last regular meeting. C. Reports of officers or Treasury Report D. Special announcements E. Tournament Results & Reports III. METHOD OF CONDUCTING A CLUB TOURNAMENT A. A motion may be made at any regular meeting to hold a tournament. A majority vote of the members present is necessary for passage. No tournament can be changed without approval of the Board of Directors and of every paid member. B. Nomination: 1. Weekend 2. Lake 3. Type of tournament 4. One or two day 5. Fishing hours 6. Weight-In site C. Any Paper Tournament will be a team draw type tournament. All paper Tournament will go by lake rules. Rounding up ¼ inch. Must bring in legal fish to weight-in. (note the bigger weight will be given) D. Any member fishing any paper tournament by themselves will fish for club standing only and will pay four dollars club tournament fee, he will not have the option to participate in the optional big bass side pot, unless otherwise voted by Board of Directors. IV. BASS OF THE YEAR AWARD To be eligible for this award, the bass caught by a member during a club tournament, weighted on the club scales. Fish eligible for this award must be caught on rod-and-reel using artificial bait. Also, the member must have fished at least three tournaments during the current calendar year and attended at least three meeting or must have been approved for a hardship letter. A ledger will be provided at each meeting for each member to sign and it is his responsibility to do so. No member may sign for anyone else. The largest bass eight pounds or over will be awarded $100.00. In case of a tie, duplicate prize may be provided. V. HARDSHIP CASES A letter will be presented to the Board of Directors within 30 days stating why a member was unable to attend a meeting. Upon approval by the Board of Directors, the member will be counted as present at the meeting and will be eligible for Big Bass of the Year Award. VI. CLUB MEETING Club meeting will be the second Tuesday of each month. Members attending meeting will be awarded with one pound / one point per month. VII. TOP EIGHT In order to be eligible for Top Eight a member must meet the following requirements: 1. Must fish a minimum of 7 of the club tournaments. 2. Must attend a minimum of seven meeting per year. 3. Must participate in one of the two club’s community events. 4. Determined by final standing at the end of the year. 5. If eight not eligible the board of directors will appoint a eight-member team. 6. All winning or prizes at any Top Eight State Tournament will be divided by all eight team members. VIII. TOURNAMENT RULES A. Tournaments will consist of 2 categories: 1. Trophies 2. Money pay back B. Trophies 1. Entry fee $10.00 per person 2. Trophies will be awarded for the top 3 places in the tournament. C. Money Pay Back 1. Entry fee $20.00 per person, broken down as follows: a. $1.00 for big bass pot b. $4.00 to club treasury c. $15.00 to be paid back to participants as follows: 1. 50 % First Place 2. 30 % Second Place 3. 20 % Third Place d. There is also a $5.00 (optional) Big Bass side pot. If any member doses not want to be in this pot, he must declare so before the tournament. 2. Any Club Tournament with a turnout of less than four teams (4 Boats) will be fishing for 1st Place Money only. D. The President shall appoint the following for each tournament: 1. Weigh-In Chairman 2. Three Judges 3. Timekeeper E. All fish must be caught from a boat using rod and reel. Artificial bait only (pork rind acceptable). F. Trolling is not allowed. G. Only largemouth and smallmouth bass 14 inches or longer and spotted or Guadalupe bass 12 inches or longer will be allowed to weigh. H. It is the personal responsibility of each individual fisherman to know tournament weigh-in time and site, all Federal, State, and Lake fishing laws. They will be obeyed at all times. This also includes having all required personal safety equipment. I. Members fishing a tournament cannot be on the tournament waters 48 hours prior to start of tournament. Exceptions to this rule are any club tournament where the membership voted on a two or more day tournament; where the lake to be fished is more than 75 miles away as measured from VFW meeting site. J. Entry fee must be paid at the weight-in of each tournament. K. Guest can fish any tournament, but can only fish twice as a guest. After fishing twice as a guest the person must become a member to participate in additional tournaments. L. All tournaments held by The Cen-Tex Basshounds will be self-sustaining on a yearly basis and any funds advanced by the Treasure will be repaid from the proceeds of future tournaments. Excess money from tournaments will become part of the Treasury. M. Members which have entered a tournament but cannot make it to the lake for that tournament, will have their entry fee refunded. If you enter tournament water on tournament day, no refund will be allowed. N. A 5 bass limit per fisherman will be weighed for any one tournament. Attendance at any tournament will count as 2 pounds / 2 points towards the total weight / points. Any member that brings in more than a legal limit of bass or has fish less than the legal length will be disqualified for that tournament. O. All protests must be made to the tournament judges prior to the announcement of weights each day. All decisions by the judges will be final. P. Fishing in a club tournament three in a boat is permitted (but discouraged) provided that one of the three is a non-boating member of the club. Q. If for any reason, a member elects to leave a tournament early, he must notify another member, either verbally or in writing, that they are doing so. This will help insure no member is left stranded on the lake at the end of the day. It is recommended that you leave a note on the tournament judge’s vehicle. R. A grace period of five minutes will be allowed to make weigh-in. The member will be penalized one pound per minute Up to Five minutes. IX AWARDS Each year at the Annual Banquet, the following awards will be given (the type and nature of these awards will be determined by the Board of Directors): A. Angler of the year. This will be determined by the requirements set forth in Policies section VII B. Award for the largest bass eligible for the Bass of the Year. C. Junior members with the most weight will also receive an award. |
